Declaration of accessibility

This Declaration of Accessibility has been prepared pursuant to Article 12(7) of the Act of 4 April 2019 on the Digital Accessibility of Websites and Mobile Applications of Public Entities (Journal of Laws, item 848), hereinafter referred to as the “Digital Accessibility Act,” in connection with the implementation of WCAG 2.2 on the website: https://pl-ua.eu.

The purpose of publishing this Declaration of Accessibility is to provide information on the accessibility of the Interreg NEXT Poland – Ukraine 2021-2027 Programme.

This Declaration of Accessibility meets the requirements of Article 5 of the Digital Accessibility Act and is fully digitally accessible.


Introduction

The Interreg NEXT Poland – Ukraine 2021-2027 Programme is committed to ensuring the accessibility of its website in accordance with the Act of 4 April 2019 on the Digital Accessibility of Websites and Mobile Applications of Public Entities. This Declaration of Accessibility applies to the website https://pl-ua.eu.

Compliance status

The website is partially compliant with the Digital Accessibility Act.

Certain accessibility criteria are only partially met. Despite efforts by the website editors, some documents may be inaccessible due to:

  • originating from various sources,
  • being very extensive and produced by multiple organizational units, limiting control over final content and format,
  • following standards adopted by another institution,
  • being published before the Digital Accessibility Act came into force,
  • videos lacking captions, Polish sign language, audio description, or transcripts.

External entities whose websites or content are linked to the Interreg NEXT Poland – Ukraine 2021-2027 Programme website are responsible for their own content and are not covered by this Declaration of Accessibility.

Appeal procedure

Anyone may request digital accessibility of the website, mobile application, or its elements. It is also possible to request information through an alternative method, e.g., reading inaccessible documents or describing video content without audio description.

Requests should include:

  • requester’s contact details,
  • the website or mobile application concerned,
  • preferred method of contact,
  • if an alternative access method is needed, the preferred format.

The Interreg NEXT Poland – Ukraine 2021-2027 Programme will respond without delay, within 7 days. If this is not possible, the Programme will notify the requester of the expected completion date, which must not exceed 2 months. If accessibility cannot be ensured, an alternative method of access will be offered.

If the request is denied, a complaint can be submitted regarding digital accessibility of the website, mobile application, or its elements.

After exhausting the above procedure, a request may also be submitted to the Office of the Polish Ombudsman at https://www.rpo.gov.pl.


Architectural accessibility

The building housing the offices of the Interreg NEXT Poland – Ukraine 2021-2027 Programme Joint Secretariat in Warsaw, at ul. Puławska 180, has been adapted for use by persons with disabilities.

The building has two main entrances leading to the offices on the 7th floor: one entrance from ul. Domaniewska and one from ul. Puławska. The entrance from ul. Domaniewska is at ground level. The entrance from ul. Puławska provides wheelchair access. Directly behind the main doors is the reception hall. The technical entrance (also serving as an emergency exit) is located at the opposite end of the building, on the ul. Domaniewska side.

Persons with mobility impairments can enter the building or access it by wheelchair with the assistance of a companion, security staff, or a reception employee. To receive assistance from security or reception staff for entering the building by wheelchair, one should use the intercom located at the main entrance from ul. Domaniewska or at the technical entrance; both intercoms are clearly marked. The revolving doors at the entrances on ul. Domaniewska and ul. Puławska can be unlocked to allow safe wheelchair passage. Next to the revolving doors, there are also standard entrance doors through which a wheelchair user can enter. Building security can provide assistance if a companion is not present, helping wheelchair users enter the building and reach the offices of the Joint Secretariat on the 7th floor.

The reception desk is located on the right side of the lobby at the entrance from ul. Domaniewska and on the left side at the entrance from ul. Puławska. Further access to the building is secured by gates with access control and self-closing mechanisms, which allow passage for wheelchair users.

The P180 building is adapted for persons with mobility impairments. The offices of the Joint Secretariat on the 7th floor do not contain architectural barriers that would hinder free movement of a wheelchair user. The building is equipped with elevators.

A restroom for persons with disabilities is located on the 7th floor: on the right side after entering the main doors from ul. Domaniewska and also in the lobby on the right side of the entrance from ul. Puławska.

Persons with disabilities are allowed to enter the building and all its rooms with assistance dogs or guide dogs.

Outside the building, on the sidewalk from ul. Domaniewska, tactile paving has been installed to assist blind and visually impaired persons using a cane. The path leads to the Wilanowska metro station entrance.

The building’s service elevator has Braille signage. However, the building does not have high-contrast signs or large-print information for blind or visually impaired persons.

There are no parking spaces designated for persons with mobility impairments or for mothers with children. The parking lot in front of the building is managed by the City of Warsaw and is a paid parking area; no accessible parking spaces have been designated.

An AED (Automated External Defibrillator) is available at the building reception. This device analyzes the heart rhythm of a person in distress and determines whether defibrillation is required.

The building does not have an induction loop system.
