DriveConnect begins – the largest project under the PL-UA Programme

19.12.2025

The agreement for the implementation of the project was first signed by the Managing Authority, and subsequently in Lviv on 15 December 2025 by its lead partner – the Department of Roads of the Lviv Regional State Administration.

DriveConnect is a large infrastructure project implemented under the ACCESSIBILITY priority of the Programme. Its full title is “Development of cross-border mobility: improving the accessibility of road infrastructure in Lviv, Ivano-Frankivsk, Zakarpattya and Podkarpackie regions.” With a total budget exceeding EUR 20.4 million, it is the largest infrastructure project supported by the Programme and, in the history of Polish-Ukrainian cross-border cooperation to date, the largest project overall.

The initiative responds to long-standing challenges in cross-border road traffic, such as limited road capacity, uneven traffic distribution, and congestion near border crossings. The planned improvements will reduce travel times, increase safety, and enable more efficient passenger and freight transport on both sides of the border.

In Ukraine, works will be carried out in the Lviv, Zakarpattya and Ivano-Frankivsk oblasts on the Nahirne-Dobromyl (O141002), Lviv–Sambir–Uzhhorod (H-13), and Herynia–Bolekhiv (C091505) roads. In Poland, the project includes the expansion of regional road No. 890 in the Podkarpackie Voivodeship. In total, more than 30 kilometres of roads will be modernised.

One of the key outcomes of the project will be improved access to border crossings, primarily Shehyni–Medyka, Malhowice–Nyzhankovychi, and Krościenko–Smilnytsia. The project will help reduce traffic volumes at the most heavily used crossings and support a more balanced use of border infrastructure, contributing to more efficient logistics and safer travel in border regions.

Beyond infrastructure works, DriveConnect places strong emphasis on cooperation between Ukrainian and Polish road services. Project partners will exchange experience in road management and maintenance and introduce modern solutions to support better traffic monitoring and decision-making.

This project is not only about repairing the road surface, it will also have a significant socio-economic effect, since the implementation of the planned measures will allow improving the connection between the three checkpoints, reducing queues and load at the Shehyni-Medyka checkpoint, providing an opportunity for the development of access infrastructure (including small and medium-sized businesses) in the area of the Nyzhankovychi-Malhovice checkpoint. We will also be able to adopt the important experience of our Polish colleagues in using intelligent information systems to monitor the condition of roads

– said Iryna Butynets, Director of the Department of International Cooperation of the Lviv Regional State Administration.

By combining improvements to road infrastructure with cross-border cooperation, the project aims to deliver lasting benefits to residents, businesses, and users of the Polish–Ukrainian transport network.
