There is a significant demand for neurosurgical services that hospitals are currently unable to fully meet. This is due to the rising incidence of cerebrovascular diseases, oncological conditions, an increase in head and spinal injuries caused by transportation and industrial developments, as well as degenerative spinal diseases linked to lifestyle factors. A new category of patients includes those affected by military actions, both military personnel and civilians.

The NeuroExcellence project aims to ensure the sustainability of neurosurgery and improve access to high-quality neurosurgical services in the cross-border regions of Volyn and Podlasie. This will be achieved by modernizing the neurosurgical departments at Volyn Regional Clinical Hospital and the University Hospital in Białystok as well as enhancing the competencies of medical staff. The partners will implement measures to increase the capacity of these medical facilities, enabling them to effectively handle the growing number of neurosurgical patients. Reconstruction work will be carried out at Volyn Hospital, and both hospitals will receive new medical equipment. Training for neurosurgeons will take place using cadaver materials, and an experience-exchange visit will be organized for a delegation from Volyn hospital to  Białystok hospital. Additionally, a “Cross-border Neurosurgery Center Volyn & Podlasie” will be established as a cooperative platform. The partners will also engage the public through a “Healthy Plan” campaign.

The project is expected to result in an increase in the number of patients treated in the neurosurgical departments of both partner hospitals. Other anticipated outcomes include a reduction in population disability and shorter postoperative rehabilitation times.
