Small Projects Funds

The SPFs aim to support the grassroots initiatives, transfer of innovative solutions, activities promoting cultural diversity, development of local communities, as well as improving waste management and raising awareness of the population in this regard. The Programme provides for 2 such Funds – under the COOPERATION and ENVIRONMENT priorities.

Each Fund is implemented by an external operator who organises calls for proposals and carries out the evaluation of small projects.

  • Project objective

The aim of the SmallCBB project is to build mutual trust and promote cooperation between citizens and institutions on both sides of the border through the implementation of small projects. The project envisages the organisation of 3 calls for proposals for small projects and a wide range of information and training activities aimed at potential applicants.

The implementation of small projects is intended to enable closer contacts, exchange of experience, organisation of joint events and the creation of lasting relations between partners from Poland and Ukraine.

  • Basic principles of small projects
    • TOPICS: culture, education, health and safety
    • GRANT VALUE: 20 000 – 90 000 EUR
    • CO-FUNDING: up to 90% of eligible expenditure
    • DURATION: maximum 12 months
    • PARTNERSHIP RULES: at least one partner from Poland and one partner from Ukraine
    • ELIGIBLE INSTITUTIONS: local and regional authorities, their subordinate bodies and non-governmental organisations with legal personality
    • ELIGIBLE AREA – the entire Programme area, i.e.:
      Poland – voivodeships: Podlaskie, Mazowieckie (subregions: ostrołęcki and siedlecki), Lubelskie, Podkarpackie
      Ukraine – oblasts: Lviv, Volyn, Zakarpattya, Rivne, Ternopil and Ivano-Frankivsk

On 24th October 2025, the first call for proposals for small projects under the COOPERATION priority was closed. A total of 126 applications had been received, with a total funding value exceeding 9.6 MEUR. Below, we present the distribution of applications by region in which they were submitted.

281 institutions took part in the first call for proposals, including 137 from Poland and 144 from Ukraine. Local self-government units showed the greatest interest, followed closely by non-governmental organisations (NGOs). The breakdown of institution types is as follows:

The administrative and eligibility check and quality assessment of the submitted applications will commence shortly and will continue until the end of the first quarter of 2026. 


Information regarding the SPF ENVIRONMENT and calls for small projects will be published once the Fund is approved by the Programme Monitoring Committee.
