At the request of the Managing Authority, an independent contractor carried out the mid-term evaluation of the Interreg NEXT Poland – Ukraine 2021-2027 Programme. The evaluation covered both the Programme’s implementation system and the experiences of applicants, beneficiaries, and the institutions involved in its implementation.
The evaluation confirms that the Programme is being implemented effectively despite the particularly challenging circumstances resulting from the ongoing war in Ukraine. Among the aspects rated most positively was the quality of the substantive support provided by the Programme institutions. Respondents who used this support gave high ratings to the completeness of the information provided, its professional quality, and the standard of service.
At the same time, the evaluation identified areas requiring further improvement. These relate primarily to the way feedback is communicated to applicants whose project proposals were not selected for funding. The findings highlight the need to further improve communication on the results of the assessment process and to strengthen support provided during the application stage. The report also points to the need for further improvements to the IT tools used in project management and administration.
The evaluation findings and recommendations will be used in the further implementation of the Programme and in the preparation of the future Interreg Poland – Ukraine Programme.
