About the Programme

Historical background

Poland and Ukraine have been cooperating across their border for many years and in spite of the existing adversities, joint actions have been undertaken and common solutions have been sought by both countries.

In 2004-2006 the Neighbourhood Programme Poland-Belarus-Ukraine INTERREG IIIA / TACIS CBC 2004-2006 was established. With the total budget of 58.4 MEUR, 167 projects were implemented.

It continued as the ENPI Poland-Belarus-Ukraine CBC Programme 2007-2013. Its financing from EU budget significantly increased. Using its budget of over 203 MEUR 117 projects were implemented, including 9 strategic projects, 102 regular ones and 6 umbrella projects (with 56 micro-projects).

In the programming period 2014-2020, the Cross-border Cooperation Programme Poland-Belarus-Ukraine operated under the framework of the European Neighbourhood Instrument (ENI). In terms of the budget, the Programme was the largest ENI CBC programme on the EU land borders. Its total budget of over 201 MEUR enabled financing of 155 projects – 10 strategic, 65 regular and 80 micro-projects.

The 2021-2027 Programme was initially prepared in a trilateral formula, as a continuation of the existing fruitful and successful cross-border cooperation between Poland, Belarus and Ukraine. Nevertheless, due to i.a. human rights violations in Belarus, initiated in 2021 and politically motivated use of migrants at EU’s external borders, finally, the involvement of Belarus in Russia’s military aggression against Ukraine in 2022, the CBC cooperation with Belarus was suspended. Therefore, the 2021-2027 Programme is bilateral: Poland–Ukraine.

 

 


Poland–Ukraine 2021-2027

Interreg NEXT Poland–Ukraine 2021-2027 Programme operates under the framework of the “European Territorial Cooperation” objective (Interreg) and the Neighbourhood, Development and International Cooperation Instrument (NDICI). The Programme Document has been adopted by European Commission on 30 November 2022 and is available on the Programme website.

The overall aim of the Programme is to support cross-border development processes in the borderland of Poland and Ukraine. As its predecessors, PL–UA Programme is directed at Polish and Ukrainian border regions and all non-profit oriented institutions coming from these regions. The European Union allocated 187.4 MEUR for the Programme (170.3 MEUR for the projects).


Programme priorities and specific objectives


Programme area

The Programme is addressed to Polish and Ukrainian border regions and covers NUTS3 units (subregions) on the Polish side and oblasts in Ukraine:

  • Poland: Podlaskie, Mazowieckie (Ostrołęcki and Siedlecki subregions only), Lubelskie and Podkarpackie voivodeships;
  • Ukraine: Volyn, Lviv, Zakarpattya, Rivne, Ternopil and Ivano-Frankivsk oblasts.

It covers area of 177 128 km2, of which 57% is in Ukraine and 43% in Poland.


Projects under the Programme

All projects financed within the Programme shall be of non-profit character and contribute to the improvement of the quality of life of inhabitants of eastern Poland and western Ukraine.

Each co-financed project shall demonstrate a strong cross-border character, not only through established partnership between institutions, but above all thanks to the results of the activities and their positive impact on the border area and its inhabitants on both sides.

The maximum EU contribution per project will be 90% of its total cost, while at least a 10% co-financing shall be ensured by the project.

Three types of projects may be supported under the Programme:

 

  • LARGE INFRASTRUCTURE PROJECTS
    • Direct award
    • Duration: max 30 months
    • Under priorities: HEALTH, ENVIRONMENT, TOURISM, BORDERS

 

  • REGULAR PROJECTS
    • Selected via calls
    • Grant value 200 000 – 2 500 000 EUR
    • Duration: max 24 months
    • Under priorities: HEALTH, ENVIRONMENT, TOURISM, COOPERATION (specific objective 4.1)

 

  • MICROPROJECTS
    • Selected via calls
    • Grant value 50 000 – 100 000 EUR
    • Duration: max 12 months
    • Under Priority: COOPERATION, specific objective 4.2.


Projects main requirements

The projects financed under the Programme shall meet all the following conditions:

  • contribution to the Programme’s priorities and specific objectives;
  • contribution to the strengthening of cross-border cooperation;
  • compliance with all EU horizontal principles and contribution to their implementation;
  • project implementation in Polish-Ukrainian partnership;
  • implementation of activities in the Programme area.


Calls for proposals

Project proposals under the Programme are collected through the Calls for Proposals. When a Call for Proposals is launched, an announcement with detailed information (including the application package) is published on the Programme website. Each Call for proposals announcement will provide a precise information on targeted type of projects and will define timeframe (start and end date and time).
